 This is a truly stunning fabric. Part of a  small range of waterproof fabrics that make rip stop look like a cheap imitation.

not a “cloth” as such, well it can’t be if it is waterproof! This does make it fee quite plastic, but it is not horribly “slippy”, quite easy to sew - see outdoor cushion photo.
